I can make out about 80% of what he's saying, but can anybody tell me what this is? Cantonese? A dialect of Mandarin? An obscure romanization system?

Looks like a French guy in Shenzhen who hasn't learned Pinyin. Probably using something similar to the phonetic spelling used in a Lonely Planet guide.
What's funny is that it can be basically understood by people with a knowledge of pinyin and spoken Chinese.
I especially like 'tsaijen', it's like fake Wade-Giles or something.
I was aboutto say what Andy already said, that its some kind of French wade-giles.
